Adopted 6th Cycle Housing Element

The City of Winters adopted its 6th Cycle Housing Element update at the March 15, 2023 City Council meeting. The Department of Housing and Community Development (HCD) found the City’s Housing Element to be in substantial compliance with State Housing Element law.

WHAT IS A HOUSING ELEMENT? / ¿QUÉ ES UN COMPONENTE DE VIVIENDA?

A Housing Element is a mandatory component of the City’s General Plan because the State of California has determined that providing housing for all Californians is of statewide importance. A Housing Element is designed to provide an analysis of the City’s housing needs for all income levels, along with strategies to provide for those needs.  This includes addressing the existing and projected housing needs for people of all incomes – very low, low, moderate, above moderate; and the needs of special populations, which include seniors, farmworkers, persons with disabilities (including developmental disabilities), single parents, large families, and homeless. The City’s Housing Element is required to be updated approximately every 8 years, which the City of Winters is doing now, and we need your help.

Un Componente de Vivienda es un element obligatorio del Plan General de la Ciudad debido a que el Estado de California ha determinado que es de importancia estatal proporcionar vivienda para todos los californianos. Un Componente de Vivienda está diseñado para brindar un análisis de las necesidades de vivienda de la Ciudad para todos los niveles socioeconómicos, junto con las estratégicas para satisfacer esas necesidades.  Esto incluye abordar las necesidades de vivienda existentes y proyectadas para personas de todos los niveles socioeconómicos – muy bajo, bajo, moderado, por encima del moderado; además de las necesidades de poblaciónes especiales, que abarca personas mayores, trabajadores agrícolas, personas con discapacidades (incluídas discapacidades del desarrollo), padres solteros, familias de tamaño grande y personas sin hogar. The City of Winters welcomes you to share your ideas about housing in our community. What made you decide to call Winters home? Or, if you don’t already live in Winters, are there certain challenges preventing you from living here? We want to learn more about your existing housing options, your housing priorities, and where you think Winters’ share of new regional housing growth can be best accommodated.

Using the material below, we also encourage you to consider this “Virtual Workshop” on housing priorities and needs as a two-step process that replicates the traditional “in-person” workshop format in a new virtual way. This includes:

La Ciudad de Winters le invita que comparta sus ideas sobre la vivienda de nuestra comunidad. ¿Cómo se decidió asentarse en Winters? Por otro lado, si no vive ya en Winters, ¿existen algunas dificultades que le prohiban vivir acá? Deseamos informarnos sobre sus opciones de vivienda actuales, sus prioridades de vivienda, y dónde cree que la Ciudad de Winters puede acomodar el crecimiento de vivienda regional que le corresponde.
Aprovechando la información abajo, le invitamos a que considere este “taller virtual” sobre las prioridades y necesidades de vivienda como un proceso que replica el taller tradicional “en persona” de una manera nueva y virtual. Esto incluye:

NEXT STEPS / Próximos Pasos

Public input will be used to develop strategies, policies and programs to guide residential development within the City, as well as address issues specific to Winters. The City plans to release the draft Housing Element for public review in mid-April 2021. The Housing Element will be available for a 30-day public review and comment period and will also be submitted to the State Housing and Community Development Department (HCD) for initial review and comment. Following receipt of public and HCD comments, the updated draft Housing Element will be presented to the Planning Commission and City Council for consideration and adoption. The City anticipates holding hearings to consider adoption in June and July 2021.

Se emplearán los aportes del público para desarollar estratégias, políticas y programas para guiar el desarollo residencial dentro de la Ciudad además de abordar los problemas específicos de Winters.  La Ciudad preve publicar el borrador del Componente de Vivienda a mediados de Abril 2021, para que el público lo revise.  El Componene de Vivienda estará disponible para un period de revisión y comentario público de 30 días. También se presentará al Departamento de Vivienda y Desarrollo Comunitario del Estado (HCD) para recibir su comentario inicial.  Luego de recibir los comentarios del público y del HCD, el borrador actualizado del Componente de Vivienda se presentará a la Comisión de Planificación y al Concejo Municipal para su consideración y adopción.  La Ciudad planea realizar audiencias públicas para considerer la adopción en junio y junlio de 2021.

Measure A Applicability

The Housing Element identifies potential locations for housing development in order to meet the State’s mandated housing production goals for the City of Winters, and establishes policies to help reduce barriers to housing. Any and all development projects would need to follow the appropriate development process, including the area north of Moody Slough Road that is covered by the voter approved Measure A.  Last November 2020, City voters approved Measure A, which provides that no development in the area north of Moody Slough Road and in the unincorporated area within the City’s Sphere of Influence (depicted as “SP” for “Specific Plan” in the map), may occur until a community-based specific plan is prepared and approved by the voters.  The property that is located within the City limits and north of Moody Slough Road (depicted as “North Winters A” in the map), is intended to be included in the initial community-based specific planning process, though the specific plan is not required for this property to develop.  At this time, funds have not been identified to support that specific planning process, and work has not yet begun. Therefore, although the unincorporated area north of Moody Slough Road is designated to support housing, any projects would need to wait for a specific plan to be approved first.
