Greetings, all. This has certainly been a week…The severe storm overnight on Tuesday left thousands without power across Northern California. Almost 40,000 residents in incorporated and unincorporated Yolo County were still without power Wednesday evening, including downtown Winters. That number is slowly creeping down…Many thanks to our local legislators and County officials who are advocating on our behalf for power restoration. WAVE internet services have also been disrupted due to the power outage.
We hope to see PG&E in town this afternoon to restore power…
Needless to say, this has been a busy week as City Hall remains without power, so this update will be brief.
- The Community Center was opened as a charging center and will remain open from 8 a.m. to 8 p.m. for residents who need to charge up, warm up, and / or microwave some food.
COVID-19
- -Please see the end of this update for free COVID testing locations throughout the County. If in doubt, get tested! Slowing the spread of this virus is critical for our recovery, especially as the virus mutates. And please wear masks in the presence of people outside your household bubble, especially inside. Mask wearing does make a difference.
- -Please note the COVID testing location at the Community Center on Fridays is available for walk in. Appointments are not necessary.
Upcoming Council Meeting
There is a Council meeting on Tuesday, February 2nd, beginning at 6:30 p.m. via Zoom. The agenda is brief:
- -Two resolutions recognizing the loss of leading community members Bobbie Greenwood and Richard Rominger and honoring them for their numerous contributions to the community.
- -An agreement with Bureau Veritas in the amount of $120,000 for supplemental building division services.
- -An update from the Closed Session on January 27, regarding performance goal setting with the City Council for me as your new city manager.

A big shout out to Financial Services Director Shelly Gunby and staff for the FY 20-21 budget document. We were notified this week that the City of Winters budget was once again recognized with a Distinguished Budget Presentation Award by the national Government Finance Officers Association. For locations with an asterisk (*) at the end, these are run by Yolo County and are open to and free for all Yolo County residents. Participants will need to bring a document displaying their name and address, such as a driver’s license, ID card, utility bill, or piece of mail. All ages are accepted. Spanish translation will be available at all of these sites. There may be some delays in getting testing results. Registration is recommended in order to speed up the process but is not required and does not guarantee a test. When residents register online, they will not be able to select a time slot and will not receive a confirmation of receipt. Register at: https://www.avellinocoronatest.com/patient.
For locations without an asterisk, these are run by the State of California’s OptumServe contract and are open to and free for all California residents, regardless of documentation status. It is recommended that residents make appointments for the three OptumServe locations in West Sacramento, Woodland and Winters but walk ins are also welcome. All ages are accepted. At both the State’s OptumServe and Yolo County’s testing sites, residents must wear a face covering and practice physical distancing. None of these sites are drive-thru, so residents will need to park their car and walk a short distance to the testing building.
